The goal of basic teaching organization governance in colleges and universities is to promote the return of teaching function. At present, the weakening of the teaching function of basic teaching organizations comes from the contradiction between teacher development and student training. The coupling-symbiosis mechanism of teacher development and student training provides the theoretical basis for solving this contradiction and constructing the governance mechanism of basic teaching organizations. The governance mechanism of basic teaching organizations based on the coupling-symbiosis mechanism includes the operation mechanism based on the combined autonomy and co-governance, a classified assessment and evaluation mechanism, a dynamic supervision and feedback mechanism, an incentive mechanism, and an operation guarantee mechanism. Its joint effect helps to realize teacher development and students cultivate mutual integration and harmonious symbiosis, contributing to the return and enhancement of teaching function. %K 基层教学组织, %K 教学功能回归, %K 耦合共生, %K 治理机制
