Research on Incentive Mechanisms for Community Workers from the Perspective of Policy Analysis %A 朱鑫玥 %A 王文 %J Modern Management %P 188-198 %@ 2160-732X %D 2025 %I Hans Publishing %R 10.12677/mm.2025.151023 %X 社区是基层社会治理的重要场域,社区工作者是推动基层治理的重要力量,直接影响着基层治理的成效。近年来,政府倡导推动治理重心下移,但在政府注意力、资金、人才等下移到基层的同时,职责与任务也一并下移,职责同构和属地管理原则让基层治理职责任务日益增多。社区工作者作为基层治理的具体执行者,工作压力与日俱增,现行的激励机制已经无法有效激励社区工作担当作为。本文从政策问题构建、结构分析、因果分析、政策设计等环节对治理重心下移背景下社区工作者激励机制问题进行政策分析,并筛选出最佳解决方案,为激励社区工作者提出行之有效的路径。
Community is an important field of grassroots social governance, and community workers are an important force in promoting grassroots governance, directly affecting the effectiveness of grassroots governance. In recent years, the government has advocated for a downward shift in the focus of governance. However, as the government’s attention, funding, and talent are shifted to the grassroots level, responsibilities and tasks are also shifted downwards. The principle of responsibility homogeneity and territorial management has led to an increasing number of responsibilities and tasks in grassroots governance. As the specific executors of grassroots governance, community workers face increasing work pressure, and the current incentive mechanism is no longer effective in motivating them to take on community work responsibilities. This article conducts a policy analysis on the incentive mechanism for community workers in the context of a downward shift in governance focus, from the aspects of policy problem construction, structural analysis, causal analysis, and policy design. %K 社区工作者, %K 激励机制, %K 治理重心下移, %K 政策分析
