%X 近年来,随着电子商务的繁荣,快递量激增与服务质量下降等问题日益凸显。快递新规强调用户知情同意原则,旨在保障消费者权益,实现公平交易,然而快递上门难现象依然存在,本文深入剖析了快递新规颁布以来,企业、快递员和消费者面临的现实困境,与快递行业的市场竞争策略、快递员权益难保障以及监管处罚力度不足等原因密切相关。为了顺利推进快递新规的实施,确保快递能够如约上门,企业需转变发展模式,注重技术创新与人才培养,完善快递员从业保障,政府及相关部门应加强监管力度,营造一个健康有序的快递市场。通过多方参与,不仅有助于实现快递服务现代化,还能够促进行业高效、稳定发展,为消费者带来更佳的服务体验。
In recent years, with the prosperity of e-commerce, problems such as the surge of express delivery and the decline of service quality have become increasingly prominent. The new regulations on express delivery emphasize the principle of informed consent of users, aiming to protect the rights and interests of consumers and achieve fair trading. However, the phenomenon of door-to-door delivery difficulties still exists. This paper deeply analyzes the realistic difficulties faced by enterprises, couriers and consumers since the promulgation of the new regulations on express delivery, which is closely related to the market competition strategy of the express industry, the difficulty in protecting the rights and interests of couriers and the insufficient regulatory penalties. In order to smoothly promote the implementation of the new regulations of express delivery and ensure that express delivery can come to the door as promised, enterprises need to change the development model, pay attention to technological innovation and talent training, improve the employment security of couriers; the government and relevant departments should strengthen supervision, and create a healthy and orderly express market. Through multi-party participation, it not only helps to realize the modernization of express delivery services, but also promotes the efficient and stable development of the industry, and brings better service experience to consumers.
