Exploration and Practice of Grassroots Governance through Shared Courts Empowered by Digital Intelligence—An Empirical Study Based on Zhejiang Province %A 王思媛 %A 沈琴倪 %J Open Journal of Legal Science %P 7248-7253 %@ 2329-7379 %D 2024 %I Hans Publishing %R 10.12677/ojls.2024.12121028 %X 共享法庭作为面向农村、面向基层、面向群众的共建共享基层社会治理机制,借助“共享法庭集成应用平台2.0”等现代科技技术将司法服务的触角深入最基层。通过深入的实证调研发现,共享法庭在运用该平台时遭遇了若干挑战,包括但不限于:使用频率偏低、操作界面复杂、沟通机制不畅等。为有效应对上述挑战,共享法庭需主动求变,依托数字化转型的力量,以数字法治为杠杆,激发基层治理创新的活力。相关主体应着手构建“大数据、网格化、全链条、全覆盖”的数智体系,持续推动共享法庭法治宣传教育能力建设,聚焦全周期管理,塑造基层社会治理新格局。以此深化司法数字化转型,加速基层治理向法治化、智能化迈进的步伐,为营造更加和谐稳定的社会秩序贡献力量。
As a collaborative and shared grassroots social governance mechanism aimed at rural areas, grassroots communities, and the general public, the shared court utilizes modern technology such as the “Shared Court Integrated Application Platform 2.0” to extend its judicial services to the lowest level. Through in-depth empirical research, it was found that the shared court encountered several challenges when using the platform, including but not limited to: low frequency of use, complex operating interface, and poor communication mechanism. To effectively address the above challenges, shared courts need to actively seek change, rely on the power of digital transformation, use digital rule of law as a lever, and stimulate the vitality of grassroots governance innovation. Relevant parties should start building a “big data, grid based, full chain, and full coverage” digital intelligence system, continuously promote the construction of shared court legal publicity and education capabilities, focus on full cycle management, and shape a new pattern of grassroots social governance. To deepen the digital transformation of the judiciary, accelerate the pace of grassroots governance towards rule of law and intelligence, and contribute to creating a more harmonious and stable social order. %K 共享法庭, %K 数智赋能, %K 基层治理
