Exploration of Community Social Enterprises to Assist the Construction of Community Elderly Care Service System %A 郭西洋 %J Aging Research %P 2678-2683 %@ 2334-3524 %D 2024 %I Hans Publishing %R 10.12677/ar.2024.116393 %X 随着中国人口老龄化程度的不断加深，社区养老服务体系建设面临着严峻挑战。社区社会企业作为一股新兴力量，在社区养老服务体系建设中发挥着重要作用。然而，现阶段社区社会企业在参与社区养老服务项目发展过程中也面临着诸多困境，例如政策法规限制、资金来源不足、人才队伍建设薄弱、社区居民参与度不足等。本文深入分析了其困境，并针对性地提出了对策建议。建议政府完善相关政策法规，建立健全的监管机制。社区社会企业自身应积极探索多元化的运营模式，建立可持续发展机制和协作网络。社会各界应鼓励社会力量参与，提升居民对社区养老服务的认知度和认可度。本文认为，社区社会企业在社区养老服务体系建设中具有不可替代的作用，通过政府、企业和社会各界的共同努力，能够解决发展困境，促进社区养老服务体系的健康发展，为老年人提供更加优质、便捷、人性化的养老服务。
As China’s population continues to age, the construction of a community elderly service system is facing serious challenges. As an emerging force, community social enterprises play an important role in the construction of community elderly service system. However, at this stage, community social enterprises involved in the development of community elderly service projects also face many difficulties, such as policy and regulatory restrictions, insufficient sources of funding, weak human resources team building, and insufficient participation of community residents. This paper analyses the dilemma in depth and puts forward countermeasures and suggestions in a targeted manner. It is suggested that the government should improve relevant policies and regulations and establish a sound regulatory mechanism. Community social enterprises themselves should actively explore diversified operation modes and establish sustainable development mechanisms and collaboration networks. All sectors of society should encourage the participation of social forces to enhance residents’ awareness and recognition of community elderly care services. This paper argues that community social enterprises have an irreplaceable role in the construction of the community elderly service system, and through the joint efforts of the government, enterprises and all sectors of society, they can solve the development dilemmas, promote the healthy development of the community elderly service system, and provide the elderly with more high-quality, convenient, and humane elderly services. %K 社区养老， %K 社区社会企业， %K 养老服务体系
