%X 本文旨在解构与分析近期我国护理类服务医保支付改革政策&#65292;探讨其对护士执业及临床工作的影响。本文通过政策分析法与矛盾分析法解构2024年8月~11月护理类服务医保支付改革政策内容&#65292;揭示了当前改革的核心要点&#65292;包括全国护理价格项目的规范统一、新增服务项目以及护理价格调整等方面&#65292;并探讨其施策重点与方案不足。研究发现&#65292;护理类服务医保支付改革不仅推动了护理服务的规范化和医保支付体系的整合&#65292;但也给护士带来了更高的执业风险和工作负担。建议相关部门应进一步细化政策要求&#65292;明确责任划分&#65292;以帮助护士适应医保政策改革带来的新挑战。<br>This paper aims to critically examine and analyze the recent reforms in medical insurance payment policies for nursing services in China, with a focus on their implications for nursing practice and clinical operations. Employing policy analysis and contradiction analysis methodologies, this study dissects the content of these reform policies from August 2024 to November 2024, highlighting key aspects such as the standardization and unification of national nursing pricing items, the introduction of new service categories, and adjustments to nursing fees. Furthermore, it investigates both the implementation priorities and inherent shortcomings of these initiatives. The findings indicate that while the medical insurance payment reform has facilitated greater standardization within nursing services and enhanced integration within the medical insurance payment system, it has concurrently imposed increased professional risks and workloads on nurses. Recommendations are provided for relevant authorities to further refine policy stipulations and clarify responsibility delineations to assist nurses in navigating the challenges posed by these reforms.
