Promoting grassroots governance through Party-building initiatives can effectively activate the foundational elements of the social governance system. This paper focuses on the practices of good governance in rural areas of Dongying City, Shandong Province, using Gaojia Village as a sample to analyze its specific strategies for overcoming challenges through emotional construction, relationship construction and action construction under the guidance of Party building, and explores the internal logic of solving the difficulties of rural development. The findings indicate that, under the guidance of Party building, starting from these three facets—emotional engine, relationship adjustment and action guarantee—constitutes an effective strategy for addressing the issues of rural governance and advancing good governance. %K Party Building Leading %K Good Governance %K Rural Governance %U http://www.scirp.org/journal/PaperInformation.aspx?PaperID=137713
