%X &#8220;双碳&#8221;目标是我国实现可持续发展和高质量发展的必由之路&#65292;也是21世纪上半世纪必须兑现的国际承诺。能源法治化不仅符合我国生态文明法治建设的要求&#65292;也是应对气候变化的国际责任。面对当前能源立法滞后&#65292;能源立法与单行法不协调&#65292;能源发展政策效力不稳定的问题&#65292;笔者认为应当构建完善的能源法治体系&#65292;协调多方达成立法共识&#65292;促进能源法制与政策相融合互促。以期为我国能源可持续发展奠定良好的法治基础。<br>The goal of &#8220;double carbon&#8221; is the only way for China to achieve sustainable development and high-quality development, and it is also an international commitment that must be honored in the first half of the 21st century. The legalization of energy is not only in line with the requirements of China's legal construction of ecological civilization, but also an international responsibility to address climate change. Facing the problems of lagging energy legislation, incoordination between energy legislation and individual laws, and unstable effectiveness of energy development policies, we should build a perfect energy legal system, coordinate multiple parties to reach legislative consensus, and promote the integration and mutual promotion of energy legal system and policy, so as to lay a good legal foundation for the sustainable development of energy in our country.
