%X 人口老龄化作为现代社会发展过程中的一种人口趋势,已成为世界各国最为突出的现代性社会问题之一。在我国城乡二元结构的背景下,部分城镇居民能够享受到较为完整的养老保险服务,而农村老年人多依靠自我储蓄和“新农保”,但在“新农保”实施过程中仍存在一定的问题,导致农村老年人仍需要通过自己的劳动或者子女支持才能保证自己晚年生活的质量。党的十九届五中全会提出“积极应对人口老龄化国家战略”,将农村养老放在首要位置。根据我国第七次人口普查数据显示,农村老年人劳动人口占比约为城市的两倍,这就为中国农村老年人“老而不休”提供了坚实现实基础。通过对农村老年人“老而不休”的原因、可行性及功能分析,探寻其中存在的问题,更好地为他们提供保障措施,助力缓解老龄化挑战。
Population aging, as a demographic trend in the development of modern society, has become one of the most prominent modern social problems in countries around the world. Against the background of China’s dual structure of urban and rural areas, some urban residents are able to enjoy more complete old-age insurance services, while the rural elderly mostly rely on self-savings and the “New Farmers’ Insurance”, but there are still certain problems in the implementation of the “New Farmers’ Insurance”, which leads to the fact that the rural elderly still need to ensure the quality of their life through their own labour or the support of their children. The Fifth Plenary Session of the 19th CPC Central Committee put forward a “national strategy to actively address population aging”, placing rural old-age care at the top of the list. According to China’s seventh population census, the proportion of rural elderly people in the labour force is about twice as high as that of urban areas, which provides a solid foundation for the “old age without retirement” of the rural elderly in China. By analysing the causes, feasibility and functions of “old age without retirement” for the elderly in rural areas, we will explore the problems involved, provide better protection measures for them and help to alleviate the challenges of aging.
