Research on the Design of Resources and Policy to Promote the Security Mechanisms of Rural Revitalization in the New Era %A 周星汉 %J Design %P 478-489 %@ ****-**** %D 2024 %I Hans Publishing %R 10.12677/design.2024.94499 %X 本文分析了设计资源与政策在艺术设计助力乡村振兴中的作用发挥，资源方面主要从资金与技术两个方面进行研究，政策方面主要从政策与法规两个方面进行研究。资金方面存在问题主要为：基层政府资金、各级专项资金投入力度不足、投资效益的不确定性导致的积极性不足、社会资本投入分布不均衡。改进策略主要包括：加大资金投入力度、发挥资金的集聚效应、拓宽资金投入渠道。技术方面主要问题为：设计与技术融合在乡村设计实践中存在的高投入性、效益不确定性、高知识性以及如何高效利用、快速推广。改进策略主要包括：加强设计与多学科交叉、加强设计与新兴科技技术融合。政策与法规方面存在问题主要为：村及乡镇政府具有一定的不自主性、由于艺术设计学科的广泛性与相对自由性，对于一些设计中的“标准”较难衡量。改进策略主要包括：加强组织领导、完善政策考核及反馈机制、强化政策监管主体职责、扩大政策覆盖范围、完善乡村设计法规制定流程。
This article analyzes the role of design resources and policies in leveraging art and design to aid rural revitalization. The research on resources mainly focuses on funding and technology, while the research on policies mainly focuses on policies and regulations. The main issues related to funding include insufficient funding from local governments, inadequate investment in special funds at various levels, lack of enthusiasm due to investment uncertainty, and uneven distribution of social capital investment. Improvement strategies include increasing funding investment, leveraging the clustering effect of funds, and expanding funding channels. The main issues related to technology include: the high cost of integrating design and technology in rural design practices, uncertainty of benefits, high knowledge requirements, and how to efficiently utilize and quickly promote these technologies. Improvement strategies include strengthening the interdisciplinary integration of design, and enhancing the integration of design with emerging technologies. The main issues related to policies and regulations include: the limited autonomy of village and township governments, and the difficulty in measuring “standards” in some design areas due to the broad and relatively free nature of the art and design discipline. Improvement strategies include strengthening organizational leadership, improving policy evaluation and feedback mechanisms, enhancing the responsibilities of policy supervision entities, expanding policy coverage, and improving the process of formulating rural design regulations. %K 乡村设计， %K 资金， %K 技术， %K 政策法规
