%X 本文从德治的概念和历史追随出发&#65292;阐述了德治的内涵&#65292;强调了德治实践在个体与社会交往中的重要性&#65292;并指出了其在中西方文化中的共同追求。在分析基层德治实施的条件后&#65292;提出了以基层伦理共同体作为德治的主体。并通过探讨基层伦理共同体作为德治实践的主体所具备的特征和作用&#65292;指出其对于实现和维护社会德治的重要意义。<br>This paper begins with an exploration of the concept and historical development of moral governance, elucidating its implications and emphasizing its significance in individual and societal interactions. It highlights the pursuit common to both Eastern and Western cultures of implementing moral governance. Upon analyzing the conditions necessary for enacting grassroots moral governance, the paper proposes the grassroots ethical community as the principal agent of moral governance. By examining the characteristics and functions of the grassroots ethical community as the main practitioner of moral governance, the paper underscores its vital role in achieving and sustaining moral governance in society.
