As a hub connecting both international and domestic markets and promoting domestic and international dual circulation, Guangzhou must accurately understand the connotation and requirements of the new “dual circulation” development paradigm to achieve high-quality development. To this end, it must properly address regional and international legal issues and optimize the business environment. The article argues from the perspective of the “Corporation Law” and points out that the existing security system in Guangzhou has problems such as insufficient legal awareness of enterprises participating in the “dual-cycle” system, failure to fully fulfill social responsibilities, and imperfect enterprise risk control mechanisms in terms of the construction of a legalized business environment. Based on this, the article analyzes and believes that in order to solve the aforementioned problems, Guangzhou should start by promoting the corporate commercial legal culture, strengthening industry self-regulation and industry norm construction, and guiding enterprises to establish and improve internal risk control mechanisms, so as to comprehensively enhance the competitiveness and risk resistance of enterprises in the process of participating in the construction of the new “dual-cycle” development pattern. %K “双循环”,法律风险防控,法治保障
