Devolution of political and economic power to Counties each with its own elected governor, assembly, Member of National Assembly and Senator, is at the heart of this concept. Kenya is a multi-ethnic society with communities moving and settling in Counties other than their ancestral homes. Against a background of competitive national politics synonymous with ethnic rivalries and exclusion, the study identified various forms of exclusion facing migrant communities at the sub-national level.
