%X 党的十九大报告指出，农业农村农民的问题是民生的根本问题，十九大报告提出实施乡村振兴战略，并明确指出，必须始终把解决好“三农”问题作为全党工作的重点方向，以实施乡村振兴，实施乡村文化、休闲旅游、开展乡村旅游提质改造行动……在全面推进乡村振兴战略的背景下，从中央到地方、地方到乡下，将乡村旅游发展作为实现乡村振兴的重要手段，把解决好“三农”问题放在首位。2024年中央一号文件《中共中央国务院关于学习运用“千村示范、万村整治”工程经验有力有效推进乡村全面振兴的意见》提出，实施乡村文旅深度融合工程，推进乡村旅游集聚区(村)建设，培育生态旅游、森林康养、休闲露营等新业态，推进乡村民宿规范发展、提升品质。这也为全力推进乡村建设，为乡村旅游提质升级指明了道路方向。<br />
The report of the 19th National Congress of the Communist Party of China (CPC) emphasized that the issues of agriculture, rural areas, and farmers are fundamental to people’s livelihoods. The report proposed the implementation of the rural revitalization strategy and clearly stated that solving the “three rural” issues must always be the priority of the Party’s work. In pursuit of this strategy, initiatives such as revitalizing rural culture, promoting leisure tourism, and enhancing the quality of rural tourism were launched. Under the comprehensive promotion of the rural revitalization strategy, from the central government to local governments and down to villages, the development of rural tourism has emerged as a crucial means to achieve rural revitalization, with addressing the “three rural” issues remaining at the forefront. The No. 1 Central Document of 2024, titled “Opinions of the CPC Central Committee and the State Council on Learning from and Applying the Experience of the ‘Thousand Villages Demonstration, Ten Thousand Villages Renovation’ Project to Effectively Promote Comprehensive Rural Revitalization”, proposes to implement a project for the deep integration of rural culture and tourism, advance the construction of rural tourism clusters (villages), foster new industries such as eco-tourism, forest wellness, and leisure camping, and promote the standardized development and quality enhancement of rural homestays. This also charts a clear path for vigorously advancing rural construction and upgrading the quality of rural tourism.
