%X 早在2010年前后,我国就在火车购票、手机电信等领域推广实名认证,至今已取得极大成效。实名制在网络信息技术日新月异,涉及人数不断增加的当下,对网络安全、用户身份认证、打击犯罪等发挥重要作用。公告送达作为送达程序的最后手段,也应顺应时代发展需要不断完善。电子推送式公告送达是电子公告的衍生形式,通过互联网将公告消息推送至受送达人近期活跃的实名网信账号的特殊公告送达方式。这种公告送达,主要汲取我国互联网法院对依职权调取受送达人活跃实名账号进行电子送达的电信化基因,依托“互联网 实名制”与智慧法院平台实现更精准的“公告”,将传统公告送达与现代信息技术逐步融合,以至于能更好地保障受送达人程序权益以及从制度层面疏解“送达难”。

Electronic push-type announcement service is a derivative form of electronic announcement, a special announcement service method that pushes the announcement message through the Internet to the recently active real-name netmail account of the person to be served. This kind of announcement service, mainly draws on China’s Internet court on ex officio access to the served person active real name account for electronic service of the telecommunication gene, relying on the “Internet real name system” and the intelligent court platform to achieve a more accurate “announcement”, will be the traditional It is a gradual integration of the traditional bulletin service and modern information technology, so as to better protect the procedural rights and interests of the person to be served as well as to solve the “difficulty of service” from the system level.
