%X 生态修复是生态文明建设的关键环节，加快实施重要生态系统保护和修复重大工程是二十大报告提出的重点任务。生态修复工作复杂繁重，涉及政府、污染者和破坏者、社会公众以及第三方机构等多元主体，而多元主体的治理尚面临责任失衡、参与度不够、机制不完善等问题。因此，厘清多元主体的责任范围、加强多元主体的协同、建立完善的监督保障机制，是推进生态修复工作整体稳步进行、构建人与自然和谐共生的新生态自然观的合理途径。<br />
Ecological restoration is a key link in the construction of an ecological civilization, and accelerating the implementation of major projects for the protection and restoration of important ecosystems is a key task put forward in the report of the Twentieth National Congress. Ecological restoration is complex and heavy, involving multiple subjects such as the government, polluters and destroyers, the public and third-party organizations, and the governance of multiple subjects is still facing problems such as imbalanced responsibilities, insufficient participation and imperfect mechanisms. Therefore, clarifying the scope of responsibility of multiple subjects, strengthening the synergy of multiple subjects, and establishing a perfect supervision and guarantee mechanism is a reasonable way to promote the steady progress of ecological restoration work as a whole, and to build a new ecological concept of nature in which human beings and nature coexist harmniously.
