In today’s network globalization, countries have close exchanges and cultural exchanges and collisions are common. Countries around the world and all parts of the country are also seeking new ways of development, and there is still a long way to go for cultural communication. The dissemination and external communication of domestic city image is a new breakthrough in its development process, while the development situation of inland third-tier small cities needs to be further improved to burst out their own brilliance. Taking Ulanqab City as an example, this paper investigates and summarizes its general situation, the current situation of external communication and existing problems in urban communication from the perspective of cross-cultural communication. It believes that there are problems such as a lack of innovation in communication content, single communication channels and low enthusiasm of staff. In this regard, this paper proposes to shape the city’s image, strengthen the publicity of urban image and innovate communication content. Strengthening international cultural exchanges and cooperation, enriching communication forms, and expanding external communication channels and platforms are three countermeasures, so as to better develop Ulanqab City and similar inland cities.
