%X 在人口老龄化背景下，养老问题尤其是农村养老问题成为我国一大难题。基于国家和地区老龄化现状和实施积极应对人口老龄化国家战略的大背景，在关注并了解其养老现状和养老政策发布与实施动态的同时，我们以进入老龄化社会的日照市莒县库山乡(含43个村)为例，从老年人、家庭、社会、政府等多个主体出发，从老龄化带来的挑战与机遇出发，通过查阅相关资料、问卷调研、实地考察、收集数据等方式，深入了解当地人口老龄化状况，找到养老存在的问题，挖掘背后的原因，并立足新时代国家所向、社会所需，探析农村地区双向养老的新出路，积极应对人口老龄化。<br />
According to the census data released by the National Bureau of Statistics (NBS) and other related data, China has entered an aging society and China’s ageing population has been continually increasing since the beginning of the 21th century. In the context of an aging population, the issue of elderly care, especially that in rural areas, has become a problem in our country. Based on the national and regional aging situation and the general background of the implementation of the “National Strategy for Actively Responding to Population Aging”, while focusing on and understanding the situation of its elderly care and the issuance and implementation of elderly care policies, we will take the example of Kushan village, Juxian County, Rizhao, which has entered the aging society, to gain an in-depth understanding of the aging situation of the local population, find out the problems of elderly care and the reasons behind it, starting from multiple subjects such as the elderly, family, society and government, from the challenges and opportunities brought by the aging population, by consulting relevant information, questionnaires, field trips and collecting data. And building on the national aspirations and societal needs of the new era, the paper aims to explore new ways to promote two-way support for the aged in rural areas and actively respond to population aging.
