%X 我国已经成为全球营商环境改善幅度较大的经济体之一，在这样的大背景之下，随着行政体制纵向改革的进行，党的第十八届三中全会提出了有关行政主体法律顾问制度的建设和落实问题。这对于加快推进法治政府的建设，进一步优化营商环境起着重要作用。但是在建设和发展过程中，依然存在行政主体法律顾问管理和制度保障等方面的问题。因此，要最大程度地发挥行政主体法律顾问的作用，挖掘其发展现状及建设过程中出现的问题，并进一步明确解决问题的可行方法。通过构建科学的法律顾问管理机制等，提高政府依法行政的水平，提高制度执行力，确保行政主体法律顾问制度在推进依法行政方面取得显著成果，成为促进政府依法行政的重要力量之一。<br />
China has become one of the economies in the world with a large improvement in the business environment, under such a background, with the vertical reform of the administrative system, the Third Plenary session of the 18th Central Committee of the Party raised the issue of the construction and implementation of the legal adviser system for administrative subjects. This will play an important role in accelerating the construction of a law-based government and further optimizing the business environment. However, in the process of construction and development, there are still some problems in the management and system guarantee of legal advisers for administrative subjects. Therefore, it is necessary to give full play to the role of the legal adviser of the administrative subject, excavate the current situation of its development and the problems in the construction process, and further clarify the feasible methods to solve the problems. Through the construction of a scientific legal adviser management mechanism, the government can improve the level of administration according to law, improve the execution of the system, ensure that the legal adviser system of the administrative body can achieve remarkable results in promoting administration according to law, and become one of the important forces to promote government administration according to law.
