%X 在高等教育领域，由主体差异带来的价值冲突使得具有价值调和作用的第三方评估已经成为政府、高校和社会的共同需求。然而，合法性、独立性、专业性的缺失使得高等教育第三方评估机构的发展存在重重阻碍。本文在梳理高等教育第三方评估机构现有发展困境的基础上，尝试从法制视角提出相应解决对策，通过建立健全教育评价法律制度，推动建立元评估制度，大力培育机构专业人才，或能有效缓解机构目前困境。<br />
In the field of higher education, the value conflict caused by subject differences has made third-party evaluation with value reconciliation a common demand of the government, universities, and society. However, the lack of legitimacy, independence, and professionalism poses significant obstacles to the development of third-party evaluation institutions in higher education. On the basis of sorting out the existing development difficulties of third-party evaluation institutions in higher education, this article attempts to propose corresponding solutions from a legal perspective. By establishing a sound legal system for educational evaluation, promoting the establishment of a meta-evaluation system, and vigorously cultivating professional talents in institutions, it may effectively alleviate the current difficulties of institutions.
