The rapid progress of information technology has given birth to the IP era, and this transfor-mation has significantly affected the design and application of traditional cartoon mascots. In this context, traditional approaches exhibit significant limitations in terms of creativity and functionality. Therefore, converting cartoon mascots into IP has become a trend in the new era. This change not only meets current market demand, but also represents an important direction for the development of the cultural industry. Through IP, cartoon mascots can achieve wider applications and increase commercial value on diversified platforms and media. Taking the design and application of the Shanxi Lihou Tiger cartoon mascot in the IP era as the research object, the image of the Shanxi Lihou Tiger was analyzed, and the specific operation methods and key points of the design and application of the cartoon mascot were summarized.
