The behavior of governments, enterprises, university research organizations, and intermediary agencies as innovation subjects may also affect patent quality. This work verifies consumers¡¯ choice under improved patent quality in terms of patent utilization or purchasers. A model is established on the basis of several variables, including residents¡¯ income, patented product price, patented product categories, and complaint rate. The influencing factors that may improve patent quality are also analyzed. Findings show that a product with a considerable number of patents tends to exhibit good quality, but the quality improvement of a highly over-priced patented product may be hindered.
