Emperor Taizong of Tang adopted the strategy of ¡°Preserving their tribes, following their local customs¡± and established Jimi Prefecture in the northern agricultural and pastoral transitional zone to settle them, and a large part of them were settled in the northern part of Hedong Dao. These settlements in the Fan tribes of the border became a force for the Tang Dynasty to stabilize the border.
