Research on Agenda Setting of Tenure-Track System in China from Perspective of Multi-Source Theory %A 马桐菲 %J Advances in Education %P 8111-8118 %@ 2160-7303 %D 2023 %I Hans Publishing %R 10.12677/AE.2023.13101258 %X 近年来,预聘–长聘制已然成为众高校人事制度改革的方向,明晰其改革原因和政策议程设置至关重要。研究发现,基于多源流理论,“只进不出,只上不下”的问题和现行政策无法适应高等教育发展构成了问题源流,政府和高校组成政策共同体进行积极探索形成了政策源流,新一届领导班子强调深化教育改革形成了政治源流。2018年,“政策之窗”开启,三流汇聚产生耦合效应,预聘–长聘制政策议程得以设立。
In recent years, tenure-track system has become the direction of personnel system reform in many universities, so it is crucial to clarify its reform reasons and agenda setting. Research has found that based on the theory of multi-source theory, the problem of “entering without leaving, up without out” and the inability of current policies to adapt to the development of higher education constitute the problem stream. The policy community’s active explosions form the policy stream. The new leadership emphasizing the deepening of education reform forms the political stream. In 2018, the “Policy Window” was opened, and the convergence of the three streams resulted in a coupling effect, enabling the establishment of tenure-track system policy agenda. %K 预聘–长聘制,政策议程设置,多源流理论
