%X 作为共同富裕和乡村公共服务现代化的重要内容，乡村公共卫生应急体系应在共同富裕路径上有序构建。如何构建乡村卫生应急体系是建设共同富裕进程中城乡融合、公共服务现代化不容忽视且须认真作答的关键问题。秉持以人为本理念引领，凸显创新和高效、便于取得实效和特色的乡村公共卫生应急体系是共同富裕语境下乡村社会治理体系完善的应然愿景。平急两用的乡村公共卫生设施不佳、乡村主体健康意识和健康支持不足、乡村公共卫生应急治理方式不优是乡村公共卫生应急体系构建中的现实难题。当前，应以设施、人才以及管理“三位一体”为具体构建路径，确保乡村公共卫生应急的硬件与软件在共同富裕道路上运行实施，全方位推动乡村公共卫生应急体系建构，助力“健康乡村”建设，增进民生福祉。<br />
As an important element of common prosperity and modernization of rural public services, the rural public health emergency system should be constructed in an orderly manner on the path of common prosperity. How to build a rural health emergency system is a key question that cannot be ignored and must be answered seriously in the process of building common prosperity, ur-ban-rural integration and modernization of public services. A rural public health emergency sys-tem that is led by the concept of people-centeredness, emphasizes innovation and efficiency, and facilitates the achievement of practical results and characteristics, is the appropriate vision for the improvement of the rural social governance system in the context of common prosperity. The poor rural public health facilities for both emergency and plain use, the insufficient health awareness and health support for rural subjects, and the inept governance of rural public health emergency response are the real difficulties in the construction of rural public health emergency response system. Currently, facilities, talents and management “trinity” as a specific construction path, to ensure that the hardware and software of rural public health emergency in the common prosperity of the road to run the implementation of all-round promotion of the construction of rural public health emergency system, to help “healthy villages” construction, and enhance the well-being of people's livelihood.
