%X 随着互联网技术的不断发展，我们的工作与生活都与互联网紧密相连，在不知不觉中，我们的工作与生活之间的界限逐渐模糊。通过互联网信息技术，劳动者24小时持续在线工作成为可能，延长劳动者的工作时间变得更加潜移默化、不易觉察。为保障劳动者的合法权益，在我国构建劳动者的离线权制度也存在一定的必要性与可行性，通过立法予以明确离线权的权利义务主体，促成劳资双方针对离线权展开集体协商并肯定其协商成果，并循序渐进地推动离线权制度的发展与完善。<br />
With the continuous development of Internet technology, our work and life are closely linked to the Internet, in imperceptible, the boundary between our work and life gradually blurred. Through Internet information technology, it is possible for workers to continue to work online for 24 hours a day, and extending the working hours of workers has become more subtle and difficult to detect. To protect the legitimate rights and interests of workers, in our country build workers offline rights system also exists certain necessity and feasibility, through legislation to clear the rights and obligations of offline rights subject, contribute to the offline right for collective consultation and affirmed the negotiation results, and step by step to promote the development of offline power system and perfect.
