%X 2023年，第十四届全国人大一次会议表决通过了关于修改立法法的决定，其中增设了地方协同立法制度，这也是本次立法法修改的亮点之一。地方协同立法既体现了地方法治运行的基本原理，又独具中国特色，同时也是对我国立法实践经验的总结和对我国区域协调发展战略的贯彻落实。当前，在地方协同立法的不断实践之下，我国已经形成了多种地方协同立法模式，但是这些模式也同样存在着各种问题，而新修改的立法法也没有对这些问题作出明确的规定，如地方协同立法的主体及其权限问题、地方协同立法的协调机制问题、地方协同立法的公众参与等问题，因此我国的地方协同立法制度仍然需要从以上几个问题出发，合理扩大地方协同立法主体范围，并明确其协同立法权限；完善地方协同立法工作机制，推进公众参与立法，以此对该制度进行更加细致地完善。<br />
In 2023, the first session of the 14th National People’s Congress voted to adopt the decision on amending the Legislation Law, which added a local cooperative legislation system, which is also one of the highlights of this legislative Law amendment. Local cooperative legislation not only embodies the basic principle of local rule of law operation, but also has unique Chinese characteristics, and is also the summary of China’s legislative practice experience and the implementation of China’s regional coordinated development strategy. At present, under the continuous practice of local cooperative legislation, China has formed a variety of local cooperative legislation models, but these models also have various problems, and the newly revised legislation law has not made clear provisions on these problems. For example, the main body of local cooperative legislation and its authority, the coordination mechanism of local cooperative legislation, the public participation of local cooperative legislation and other issues, therefore, China’s local cooperative legislation system still needs to start from the above problems, reasonably expand the scope of local cooperative legislation main body, and clarify its cooperative legislation authority, improve the local cooperative legislative work mechanism, promote public participation in legislation, in order to improve the system more carefully.
