%X 近几年,为加快处理围填海历史遗留问题,自然资源部及各沿海省市自然资源管理部门相继出台了一系列政策文件,全面开展现状调查、进行生态评估、生态损害赔偿和生态修复并制定处理方案,妥善处置合法合规围填海项目。本文以历史遗留区域丁山三期北片围填海工程为例,选取了适合研究区的海洋生态系统服务价值损失的供给服务、调节服务、文化服务和支持服务四类指标,构建了各指标的计算模型,测算了研究区海洋生态系统服务价值损失总额。研究区围填海造地导致的海洋生态系统服务价值总损失为1112.06万元/a,其中供给服务价值损失最大、支持服务次之、调节服务损失最小。调节服务中,气体调节价值损失额占主导地位,支持服务中,生物多样性价值损失额占主导地位。该计算框架和研究范例,可为当地管理部门或其它地区对围填海历史遗留区域的管理提供技术参考和管理依据。
In recent years, the Ministry of Natural Resources and natural resource management departments of coastal provinces and cities have issued a series of policy documents to speed up the handling of historical reclamation problems, comprehensively carrying out current situation investigation, ecological assessment, ecological damage compensation and ecological restoration, and formulating treatment plans to properly handle legal and compliant reclamation projects. Taking sea reclamation of Dingshan III as an example, this paper selected four indexes, namely: supply service, regulation service, cultural service and support service, constructed the calculation model of each index, and calculated the total loss of marine ecosystem service value. The total loss of marine ecosystem service value caused by land reclamation in the study area was 11.1206 million yuan/a, among which the loss of supply service value was the largest, followed by support service, regulation service loss is minimal. In regulation services, the loss of gas regulation value dominates, while in support services, the loss of biodiversity value dominates. The calculation framework and research example can provide technical reference and management basis for the local management department or other areas to manage the historical reclamation areas.
