%X 基础教育阶段教育发展存在不足是“双减”实施的重要原因,基础教育高质量发展是复杂的过程,但在这一过程中“双减”通过课内和课外双重减负的措施给教育高质量发展提供了实现的可能性,二者在理论和方法方面实现了互补,从而使“双减”在实践过程中助力教育高质量发展。在“双减”实施过程中为避免出现减负主体缺失、无质量减负等问题,应使“双减”在加强学校主阵地作用、教师主体作用和家校合作全域育人等方面来保证“双减”的有效展开,进而促进教育高质量发展。
The lack of development in basic education is an important reason for the implementation of “double reduction”. High-quality development of basic education is a complex process; but in this process, “double reduction” provides the possibility to realize the high-quality development of education through the measures of both in-class and out-of-class burden reduction, and the two complement each other in theory and method; thus, the “double reduction” helps the high-quality development of education in practice. In order to avoid such problems as the lack of the main body of burden reduction and the lack of quality burden reduction during the implementation of “double reduction”, we should ensure the effective development of “double reduc-tion” in strengthening the role of the school as the main position, the teacher as the main body and the home-school cooperation, so as to promote the high-quality development of education.
