%X 近年来,我国突发公共事件时有发生,突发公共事件会对社会稳定、经济发展造成负面影响。过去的应急管理方法,面对现在的社会情况、现在的社区,已经难以满足要求。随着我国城市现代化的深入发展,社区如何高效、科学地应对各类突发公共事件是基层政府当下亟待解决的问题。而基层社区应急管理建设是否到位、是否全面、是否科学,直接决定政府应对突发公共事件的整体效果。党的“十八大”以来,党和政府高度重视基层社会治理,基层社区逐渐成为新时代国家应对突发公共事件的焦点。从韧性治理视角出发,研究社区应急管理,对于社区应急管理的完善和未来韧性社区的建设具有重要意义。为此,基层政府迫切需要对社区应急管理进行优化探索。
In recent years, public emergencies have occurred from time to time in China, and public emer-gencies can have a negative impact on social stability and economic development. The emergency management system of the past has been difficult to meet the requirements in the face of the present social situation and the present community. With the in-depth development of China’s urban modernization, how communities can efficiently and scientifically respond to various types of public emergencies is an urgent problem for the grassroots government to solve at the moment. Whether the construction of the emergency management of the grassroots community is good, comprehensive and scientific directly determines the overall effectiveness of the government's response to public emergencies. Since the 18th Party Congress, the Party and the government have attached great importance to grassroots social governance, and grassroots communities have gradually become the focus of national response to public emergencies in the new era. From the perspective of resilient governance, it is important to study community emergency management for the improvement of community emergency management and the construction of resilient communities in the future. For this reason, there is an urgent need for grassroots governments to explore the optimization of community emergency management.
