%X 网络信息化时代的到来，使得数据跨境流动日益频繁。数据跨境流动带来的问题，不仅仅是世界经济飞速发展等益处，还有各类数据安全保护不当需要面临的挑战。目前，世界各国(地区)政府纷纷出台政策措施应对数据跨境流动问题，如欧盟设立“充分性认证”、日本提出“可信数据自由流动”倡议等。数据安全作为新兴的非传统安全问题，我国应当坚持数据安全流动的基本立场，积极融入数据治理国际合作，健全建立数据跨境流动统一立法，主动加入数据全球化治理进程。<br />
With the advent of the era of network information, the cross-border flow of data has become increasingly frequent. The cross-border flow of data brings not only the benefits of the rapid growth of the world economy, but also the challenges of improper protection of all kinds of data. At present, governments of all countries (regions) around the world have introduced policies and measures to deal with the problem of cross-border data flow, such as the establishment of “Adequacy Decision” by the European Union and the “Data Free Flow with Trust” initiative by Japan. As an emerging non-traditional security issue, China should adhere to the basic position of data security flow, actively participate in international cooperation in data governance, improve and establish unified legislation on cross-border data flow, and actively participate in the process of data globalization governance.
