%X 对于我国当前的高质量发展阶段，科技型中小企业是重要的经济主体，但科技型中小企业受制于其高成本、高风险的特点，一直面临融资难、融资贵，其创新发展是不得不面对的挑战。我国众多普通城市并没有很好解决科技型中小企业融资难的问题，存在着风投体系不完善和政策宣传不到位的问题。要解决这些问题，应根据科技型中小企业的生命周期特点，多层次构建科技金融创新支持体系，推进政府领导、政策覆盖，在与监管互相协调的条件下利用创新金融工具纾缓融资困境，以推动科技型中小企业高质量发展。<br />
For China’s current stage of high-quality development, science and technology-based small and medium enterprises are important economic agents, but science and technology-based small and medium enterprises have been facing difficulties in financing and expensive financing due to their high-cost and high-risk characteristics, and their innovative development is a challenge they have to face. Many ordinary cities in China do not have a good solution to the problem of difficult financing for science and technology-based small and medium enterprise, and there are problems of imperfect venture capital system and inadequate policy promotion. To solve these problems, we should build a multi-level science and technology financial innovation support system according to the life cycle characteristics of science and technology-based small and medium enterprise, pro-mote government leadership and policy coverage, and use innovative financial tools to alleviate financing dilemmas under the condition of mutual coordination with regulation in order to promote the high-quality development of science and technology-based small and medium enterprise.
