%X 海洋生态文明建设是我国生态文明建设的重要组成部分，海洋生态环境保护问题一直是我国乃至国际关注的重点。当前我国已建立起基本完善的海洋法律体系。然而由于我国对海洋资源的需求程度和开发力度不断加强，给海洋生态系统造成了严重的负荷，产生了大量的海洋生态问题，为海洋环境治理带来了法律困境。对此，我国应从立法、执法、司法和守法四个方面出发，探索海洋生态环境治理法治化的新对策，不断完善海洋法治建设。<br />
The construction of marine ecological civilization is an important part of the construction of ecological civilization in China and the protection of marine ecological environment has always been the focus of attention in China and even in the world. At present, China has established a basically perfect marine legal system. However, due to the increasing demand for and development of marine resources in China, it has caused a serious load on the marine ecosystem, resulting in a large number of marine ecological environmental problems, which has also brought a legal dilemma for marine environmental governance. In this regard, China should explore new countermeasures for the legalization of marine ecological environment governance from the four aspects of legislation, law enforcement, justice and law-abiding, and constantly improve the construction of marine law.
