This paper selects five countries: The United States, Canada, Britain, Germany and France, and summarizes the relevant experience of foreign higher education financial resource allocation in four aspects: management mode, budget management, asset management and performance management, providing inspiration and reference for China’s reform of higher education financial resource allocation.
