%X This paper selects the ¡°learning but not¡± phenomenon in primary and secondary school physical education as the research problem. This paper believes that the reasons for the phenomenon of ¡°learning without learning¡± need to consider from three aspects: schools, teachers and students, so as to conduct research and analysis on these three aspects. Finally, the future prospect is made from four perspectives: the status of physical education curriculum, scientific physical education teaching, physical education curriculum function and students¡¯ subject status.
