%X 社区嵌入式养老模式作为中国养老服务的新兴模式,集家庭养老、社区养老、机构养老三者之长,是发展国家养老服务行业的必经之路,完善社会养老保障体系的必然选择,实现社会总福利最大化的最优解。研究以江苏省南京市鼓楼区腾飞园社区为例,探索社区嵌入式养老的实践与优化路径。经过资料查找、文献阅读、实践探索、深度访谈发现,腾飞园社区自2014年正式实施社区嵌入式养老模式以来,始终关注养老服务的基础建设与服务质效。但由于社会资源有限、社区嵌入式养老模式仍处于初期发展阶段,腾飞园社区老年人服务存在基础建设不完善、养老服务不精专、专业人才缺乏等问题,其中,“信任危机”是腾飞园社区嵌入式养老服务发展的最大障碍,服务提升与机制优化是未来社区嵌入式养老发展的必然路径。
As a new mode of old-age service in China, the community embedded old-age service model, which combines the advantages of family, community and institution, is the only way to develop national old-age service industry, the inevitable choice of perfecting the social old-age security system and realizing the optimal solution of maximizing the total social welfare. Taking Tengfeiyuan community in Gulou District, Nanjing City, Jiangsu Province as an example, this paper explores the practice and optimization path of community embedded old-age care. Based on the data, literature reading, practice exploration and in-depth interview, Tengfeiyuan community has paid close attention to the basic construction and service quality of the old-age Service since 2014. However, due to the limited social resources and the early development of the embedded community mode of providing for the aged, there are some problems in the community service for the aged in Tengfeiyuan, such as the imperfect infrastructure construction, the poor service for the aged and the lack of professional personnel, etc., “Trust Crisis” is the biggest obstacle to the development of embedded retirement service in Tengfeiyuan community. Service promotion and mechanism optimization are the inevitable path for the development of embedded retirement in future community.
