%X <span style=\"font-size:14px;\">随着“互联网+”时代的到来，我国经济迈向高质量发展，高等教育由大众化阶段进入了普及化阶段，这对我国高等教育高质量发展提出了更高要求。高等教育高质量发展，不仅要满足人民群众接受优质高等教育的迫切需求，还要以质量为核心，推动高等教育更加公平。质量与公平往往是相伴相生的，要以深层次的教育公平助推高等教育高质量发展，要实现高等教育高质量发展必须要重视维护教育公平。开放大学依托信息技术改革，致力于以大学的形态构建终身教育体系、推进学习型社会建设，在探索教学方式变革、为社会成员提供继续教育服务以及促进教育公平等方面发挥着重要作用。但面对新时代下快速发展的高等教育，开放大学自身存在的问题也制约着开放大学的高质量发展，也制约着高质量高等教育公平，因此，开放大学必须通过教学改革解决这些问题，才更有力地推动高质量高等教育公平。</span><br />
<span style=\"font-size:14px;\">With the advent of the “Internet+” era, China’s economy is moving towards high-quality development, and higher education has entered the popularization stage from the popular stage, which puts forward higher requirements for the high-quality development of China’s higher education. The high-quality development of higher education must not only meet the urgent needs of the people to receive high-quality higher education, but also realize the connotative development of higher education with quality as the core. Quality and fairness often go hand in hand. To boost the high-quality development of higher education with indepth educational fairness, we must pay attention to maintaining educational fairness in order to achieve high-quality development of higher education. Relying on the reform of information technology, the Open University is committed to building a lifelong education system in the form of a university and promoting the construction of a learning society. It plays an important role in exploring changes in teaching methods, providing continuing education services to the public, and promoting educational equity. However, in the face of the rapid development of higher education in the new era, the problems existing in the Open University also restrict the high-quality development of the Open University and also restrict the fairness of high-quality higher education. Therefore, the Open University must solve these problems through teaching reform, so that more vigorously promote the equity of high-quality higher education.</span>
