高等教育的可持续性是一个国家高等教育发展健康程度的衡量标准,针对现存高等教育可持续性评价体系的评价指标不完整、评价方法过于客观或主观的不足之处,本文基于熵权法和模糊层次分析法,从发展水平(Development)、不公平性(Inequality)、稳定性(Stability)、贡献(Contribution)以及其他(Others)五个维度对其进行评价分析,建立包含5个维度、11个要素、16个指标的高等教育可持续性评价的DISCO模型。然后本文筛选出几个国家来对本模型进行验证分析,最后就日本这一国家,结合其分析结果,基于PMC模型针对性提出建议政策,并利用BP神经网络预测建议的效果。
The sustainability of higher education is the standard to measure the health level of a country’s higher education. The existing model of higher education sustainability evaluation has some short-comings, such as incomplete evaluation index, too objective or subjective evaluation method. To avoid these shortages, based on entropy weight method and fuzzy analytic hierarchy process, evaluated and analyzed from the five dimensions of development, inequality, stability, contribution and others, Disco model of higher education sustainability evaluation including 5 dimensions, 11 ele-ments and 16 indicators is established. Then, several countries are selected to verify and analyze this model. Finally, based on the analysis results of Japan, using PMC quantitative policies model, targeted policies are proposed and the effects of the suggestions are predicted by BP neural network.
