作为关系国民经济命脉和国家能源安全的国有企业，电网企业贯彻“质量强国”战略，坚持高质量发展理念，持续提升采购设备质量，始终坚持质量第一。本文通过对相关优秀案例的分析及借鉴，基于公司质量管理的业务现状，设计出到货前质量检测管控业务模式；围绕电网企业相关部门、供应商、第三方检测机构等形成完善的业务流程，总结业务模式特点，并对业务实施进行成效评估，进一步强化物资质量管控力度，提高采购物资质量水平。
As a state-owned enterprise related to the lifeline of
national economy and national energy security, power grid enterprises implement
the quality power strategy, which adheres to the concept of high-quality
development and improves the quality of purchased equipment continuously. Based
on the analysis and reference of relevant excellent cases and the company’s
quality management business status, the article designs the business model of
quality inspection and control before equipment delivery. The business model
reconstructs the business process with the participation of power grid
enterprises departments, suppliers as well as third-party testing institutions,
summarizes the characteristics of business model and evaluates the
effectiveness of business implementation, aiming to further strengthen the
quality control of materials and improve the quality level of purchased
materials.
