%X 政府网站已经成为深化政府信息公开、提升政务服务质量、加强政府与公众互动交流的重要抓手。为了应对政府网站建设过程中存在的一系列问题，自21世纪起，我国31个省份、自治区及直辖市(港澳台除外)纷纷制定了一系列政府网站建设的专项政策。本文以2006~2020年省级层面出台的81份政府网站政策文件作为分析样本，借助扎根理论和NVivo软件对其进行逐层编码，从政策主体、政策工具、政策目标三个维度，分别总结政府网站建设在“十一五”规划(2006~2010年)、“十二五”规划(2011~2015年)、“十三五”规划(2016~2020年)三个阶段中的特征。研究发现，随着我国政府网站建设进程的不断推进，政策主体从单一化转向多元化，政府网站建设所采用的政策工具逐步丰富，政府网站建设的主要政策目标从扩大网站规模向提升网站服务质量转变。<br />
Government websites have become an important tool for deepening government information dis-closure, improving the quality of government services, and enhancing interaction and communication between the government and the public. In order to cope with a series of problems in the process of government website construction, since the 21st century, 31 provinces, autonomous regions and municipalities directly under the Central Government (except Hong Kong, Macao and Taiwan) in China have formulated a series of special policies for government website construction. This pa-per takes 81 government website policy documents issued at the provincial level from 2006 to 2020 as samples for analysis, coding them layer by layer with the help of Grounded Theory and NVivo software. And this paper summarizes government website construction in three dimensions: policy subjects, policy tools, and policy objectives, in the 11th five-year plan (2006~2010), the 12th five-year plan (2011~2015) and the 13th five-year plan (2016~2020). It is found that, with the continuous promotion of China’s government website construction process, the policy subjects have shifted from singularity to diversification, the policy tools used in government website construction have been gradually enriched, and the main policy objectives of government website construction have changed from expanding the scale of websites to improving the quality of website services.
