The enhancement of the country’s comprehensive national strength has gradually raised the requirements for the ability of grass-roots civil servants. Incentive determines the attitude, behavior, cognition and motivation of grass-roots civil servants in the process of work. The lag in the change of the incentive mechanism leads to the spiritual slack and efficiency decline of some grass-roots civil servants, and the people’s dissatisfaction with government departments increases.
