Reflections on Flood and Water Logging Control in Haishu District Based on the In-Fa Typhoon %A 褚苏服 %A 金德钢 %J Journal of Water Resources Research %P 102-110 %@ 2166-5982 %D 2022 %I Hans Publishing %R 10.12677/JWRR.2022.111011 %X 烟花台风是近年来对宁波市尤其是海曙区影响最大的台风,创造了宁波市应急响应时间最长、影响时间最长、过程雨量最大、河口潮位最高、干流水位最高的历史记录,给宁波市尤其是海曙区造成了巨大的损失。暴露出洪涝分治不彻底,干流堤防未封闭,干流设防标准不统一,泵站排水能力不够,水库快速预泄及调控能力不足等问题。本文根据烟花台风海曙受淹实际,分析海曙平原水利工程建设中存在的短板及对策措施,为下阶段水利工程建设提供参考。
The In-Fa typhoon has the greatest impact on Ningbo City, especially Haishu District, in recent years. It has created records of the longest emergency responding time, the longest impact time, the largest total precipitation, the highest estuary tidal level and the highest main stream water level in Ningbo City and caused huge losses. The event has exposed some problems, such as incomplete separate treatment of flood and water logging, unsealed embankments in the main stream, inconsistent fortification standards for the main stream, insufficient drainage capacity of pumping stations and insufficient rapid pre discharge and regulation capacity of reservoirs. This study analyzes the shortages and countermeasures in the construction of Haishu plain water conservancy project based on the actual situation of Haishu flooded area under the impact of the In-fa typhoon to provide a reference for the construction of water conservancy projects in the next stage. %K 烟花台风,影响分析,对策措施
