Furthermore, it can be considered one of the most important socio-economic problems of the 21st century. The risk of unemployment creates serious negative consequences for countries¡¯ economies and their people. Due to the decline in people¡¯s purchasing power, the country¡¯s production capacity decreases; furthermore, workers¡¯ standard of living decreases, and this may cause them psychological problems. Social harmony is also adversely affected. Therefore, it is crucial to discuss methods for fighting unemployment. Passive and active labour market policies are used to combat unemployment. Passive labour market policies are applied to compensate for the loss of income due to unemployment and to provide the bare-minimum economic assurance to a person; typical examples of such policies include unemployment insurance and unemployment benefit. This study discusses unemployment insurance because unemployment benefits are not provided in Turkey.
