%X Ethics education is considered to be of utmost importance in creating an ethical consciousness and transforming it into behavior. The study aims to reveal the effects of ethics training on the prevention of unethical behaviors in terms of in-service training and how these trainings contribute to the adoption of ethical principles and standards by public officials. In order to achieve this aim, the debates in the literature on how ethical training should be done by defining the concept of ethics, then the legal and institutional structure of ethics trainings in Turkish public administration was mentioned, in the last part of the study, the results of the research which was conducted by using semi-structured interview method in a district municipality of Istanbul were explained. In the study, it is concluded that ethical education contributes to the emergence of ethical awareness within the organization and to the ethical dilemmas of the staff in terms of choosing the ethical one
