%X The problem of Kashmir continues to be the most important dispute between India and Pakistan. These two nuclear states are responsible for a situation that has been ongoing for 70 years: hundreds of people lose their lives every year, suicide attacks frequently occur, state forces apply disproportionate interventions, and the community is oppressed. The UN Security Council, which is primarily responsible for protecting international peace and security, adopted Resolution (47) during its first years of existence. This resolution provides detailed content for direct resolution of the Kashmir problem. For example, the resolution includes the plan for Kashmir to first be cleared of the military, and then the final situation of Jammu-Kashmir should be determined on the basis of the plebiscite application under UN supervision. Unfortunately, despite the plan, the resolution was not implemented due to disruptions in the UN system
