%X Soil and water resources are the most valuable assets of the countries and they are the essential element in the provision of food that societies need to survive. The operation and management of land and water resources, which cannot be renewed and scarce, directs the world countries to work in a coordinated manner at global level. As a result of the changes caused by the global warming, water demand, industrial and urban development and the increasing demand for food due to the increasing population are the most important threats on water resources and increases the pressure on resources. When planning for the future, societies should take into account these risk factors and use and develop the potential of land and water resources, while protecting resources. In this study, the resources and potentials of the Batman Province were evaluated and the problems encountered in the operation and the solutions were presented
