Due to changes in the family structure over the past 50 years, single parent family ratios have also increased significantly. This change, differentiated the position of the family within the social policy institutions. . In the West, change is seen not only by the increase in divorce rates but also by the effect of the "cohabitation" (living together like a married couple) phenomenon. This has brought about other problems as well. The family, with a strong social policy "actor", is now also referred to as the "recipient". The single-parent family that brings many problems from a socio-economic perspective has caused the family institution to become more fragile. In the context of this study, we will try to emphasize the importance and changing nature of the family as a social policy actor. Then, the changing structure of the family will be analyzed in the world.
