%X The Muqaddimah, which was taken with scientific methodology in the 14th century, is the masterpiece that brings together the theoretical background and practical observations of Ibni Haldun in a balanced way. Prosperity and collapse of the states; environmental, social, economic, political, and historical factors in a dynamic framework. The founder of 'Umran' has put forward a holistic model which describes the state which is the subject of the social welfare based supply / demand, price-wage, labour-value, production-consumption and the whole economic system. He pointed to the state as a regulatory and supervisory role and an important element of economic life. He described the active and passive roles that the state should undertake to exemplify an advanced society and stable prosperity
