It argues that the pressure of the international system on the foreign policies of the states is evaluated based on local dynamics of the relevant state and foreign policy strategies are determined as a result of this evaluation. In this way, the reasons for the states to execute different foreign policy implementations in the same international area can be explained within a theoretical integrity. In this study, World War II, an international development during which systemic pressure was clearly observed, and how Turkey transformed this systemic pressure into foreign policy strategies with the effect of its local dynamics were analyzed from the neoclassical realist perspective. In this context, neoclassical realist foreign policy analysis is described as a model in which independent variables (systemic pressures) are transformed into dependent variables (foreign policy strategies and outputs) through intervening variables (perceptions of decision makers and local dynamics) and this model was tested with the case of Turkish foreign policy during World War II. Consequently, the study presents the decisiveness of the effect of local dynamics on both determining and implementation of the Turkey¡¯s non-belligerency strategy during the war %K Neoklasik Realizm %K D£¿£¿ Politika Analizi %K Ara De£¿i£¿kenler %K £¿kinci D¨¹nya Sava£¿£¿ %K T¨¹rk D£¿£¿ Politikas£¿ %U http://dergipark.org.tr/ahbvuibfd/issue/39904/473793
