In this context, according to the reports issued by United Nations, human development should be evaluated by taking into consideration national income as well indicators regarding education and health. In this study, human development index values of European Union member (EU-28) and candidate countries which were chosen between 1990-2017 including Turkey were measured with United Nations criterion and possible effects of membership are evaluated.The findings show that the founding members are today ahead of human development; it also shows that Sweden, Ireland, Finland, England, and Denmark are able to achieve this level.In addition to this, it can stated that Bulgaria, Croatia, and Romania do not present a significant development although they were accepted as member.
